Gentlemen of the press, it is indeed my honour and privilege to welcome you all to my maiden press briefing as the 44th Commissioner of Police, Oyo State Command. I would like to begin this media chat and briefing by thanking the Almighty God for giving me this unique opportunity to serve in one of the most indigenous cities in Nigeria also known as the Pacesetter State. My appreciation also goes to the Inspector-General of Police, IGP Usman Alkali Baba, psc (†), NPM, fdc, and the Police Service Commission, for finding me worthy of this symbolic assignment. With God and the support of everyone, Oyo state will witness a robust policing and peaceful environment.
- I equally wish to recognize the immense contributions and professional policing principles adopted by my predecessor, AIG Ngozi Onadeko psc, fdc, who left a solid structural base for policing in the State. I wish to firmly state that under my watch, we shall improve upon this robust foundation to emplace a generally peaceful Oyo State where economic development and growth thrive.
3. The Police have the responsibility to maintain law and order and enforce all laws without prejudice to the enabling acts of all other security agencies in the State. In carrying out these statutory duties and delivering quality service, we shall continually give credence to the observation of the rule of law, being the foundation of our sacred democracy while equally admonishing the general populace, particularly our teeming youths to comport themselves and have respect for the extant laws of Oyo state and country at large. On our part, we shall ensure our officers respect and protect the rights of every citizen. Expect a drastic reduction in violation of citizens’ right.
- As part of modalities emplaced to achieve this safety-assured vision, we have translated and fully activated IGP Usman Alkali Baba’s vision for the Police into more workable deliverables. In attaining this feat, we have commenced the use of intelligence-led and robust community oriented partnership where policing would be a participatory and collective responsibility of all. It is quick to add that as part of the instruments of community policing, this administration is open to work with all key stakeholders including but not limited to, credible informants, repentant criminals that can provide useful information to the Police. This will consequently be translated into veritable and actionable tools utilizable for clamping down on criminal elements and building credible and viable intelligence networks.
5.We are not oblivious of the fact that we are still faced with some security challenges in the State some of which are: robbery by men on motorcycles, kidnapping, mob action, cult clashes, snatching of vehicles/remove from park et cetera. I want to use this medium to sound a serious note of warning to criminal elements and perpetrators of these evil vices to desist from their unwholesome and nefarious activities as their criminal enterprise would not be allowed to flourish anywhere in the State. We shall not hesitate to identify, isolate and bring to deserved justice any person or group that attempts to threaten our sacred democratic order and peace.
6. It is our belief that these criminal elements that are daily scheming to make life intolerable for the law-abiding citizens of the State are neither ghosts nor spirits but human beings living among us. Suffice to say, as occasioned in our soon-to-be showcased success stories, we are resolute that with the reinvigorated security strategies emplaced, which include: Robust Community Policing Strategy, Smart Inter-Agency Collaboration, Visibility Policing, Mass Patrolling Strategy, Technology-Driven Policing Strategy, we have begun to address each of the challenges head-ons. It is therefore the duty of everyone, including parents, community leaders, traditional/ religious leaders, opinion leaders, especially our revered royal fathers and other relevant stakeholders to act well their parts, no matter how negligible as it may seem in the enforcement of laws and prevention of crimes. This way, we shall continue to ensure that Oyo State continues to enjoy the peace and that her residents sleep with their two eyes closed.
- As proof that our clampdown on these hoodlums and criminal elements has begun to pay off, having fully launched the force intelligence and operational assets available at our disposal we are pleased to render our stewardship by parading some of the perpetrators of the several incidences of crime that has confronted the State. Some of those arrested include perpetrators of the robberies on motorbikes, cult members, and vehicle hijackers. We also recovered stolen vehicles, arms, and ammunition, etc.
- I would want to use this medium to acknowledge and appreciate the cooperation we are receiving from all sister security agencies, State and non-State actors, and members of the public without which the recent breakthroughs would have been difficult. I wish to unequivocally state that under my watch, we shall continue to work collaboratively to embrace inter-agency collaboration.
9. To our immediate family, the Police Community Relations Committee, I wish to humbly use this medium to reassure you that we shall further consolidate on the existing robust relationship while soliciting your continued collaboration and support.
10. We equally wish to assure members of the press of a convivial Police-Media Relations as we know that you are veritable instruments and primary image builders in contemporary society. We are not unmindful that there might be some misguided elements out there whose focus is on maligning Police image. However, we are resolute that with your collaboration and support, under my watch, Police image would witness a giant leap.
- I wish to assure the Inspector-General of Police, the government and the good people of this great State that they will not be disappointed. With their support, we shall engender peace and security within and around the Pacesetter State. - CASE OF CONSPIRACY AND MURDER: On 9/6/2022 at about 2030hrs F/NO. 9578 TW GI Afolabi Abiola ‘m’ attached to Challenge Division reported at Challenge Division that while on duty at New Garage Round About, Ibadan, his colleague, one AP/NO. 16860 STW Oluniyi Bamidele ‘m’ contravened a Micra commercial vehicle for obstruction and immediately the driver learnt that he was to be taken to the station, he came down from the vehicle and pretended to have fainted. His action attracted other Micra drivers who joined him and attacked the Police Officers till one of them managed to escape, while his colleague who was unable to escape was mobbed. Immediately the DPO got the information, she mobilized and raced to the scene, where she met STW Oluniyi Bamidele ‘m’ lying down in the pool of his blood, he was rushed to LAD Hospital, Ibadan where he was confirmed dead by the Doctor on duty on arrival.
Based on credible intelligence the registration Number of the vehicle of the principal suspect was gotten. Detectives swung into action and the suspects were arrested including the principal suspect one Akinade Segun who was contravened by the deceased and who raised the false alarm that led to the beating of the Traffic Wardens and eventual murder of the deceased STW Oluniyi Bamidele ‘m’.
However, the suspects will be charged to Court at the conclusion of the investigation, please.

- ARREST OF ARMED ROBBER WHO SPECIALIZES IN HIJACKING TRAILERS ON THE HIGHWAY: On 30th June, 2022 at about 0200hrs, a credible information was received at the Monitoring Unit Eleyele Ibadan that some members of a criminal gang who have been terrorizing trailer drivers along Ibadan / Lagos Expressway and other parts of Oyo State had hijacked a Mack Trailer conveying a container loaded with animal feeds, attacked the driver and also diverted the vehicle to an unknown location.
Sequel to this information, a team of operatives attached to this unit swung into action and after an intense manhunt and intelligence gathering, two (2) of the armed robbers were arrested in their hideout at Oyo town.
The diverted Mack trailer with the container was later recovered at a hidden location in Oyo town.
Investigation is ongoing at this time and further updates will be communicated in due course.

- CASE OF CONSPIRACY AND ARMED ROBBERY: On 22/6/2022 at about 1800hrs one Sanni Ibrahim ‘m’, a commercial driver loaded One hundred and Sixty-Eight (168) cartons of Apple valued at Two Million Four Hundred and Forty Thousand Naira (N2,440,000.00) from Losaji Farm Limited Ijora, Lagos State to supply customers at Kano. He left with his Motor boy after he loaded the apples into a Ash Coloured Peugeot Ducato Bus with Reg. No. ZAR 844 ZQ. On getting to Akinyele area along Oyo road, Ibadan, he was intercepted by a gang of armed robbers who attacked them and hijacked the vehicle with the goods. The vehicle was emptied and abandoned at Ogere town, Ogun State but was later recovered by the driver.
On 23/6/2022 at about 1600hrs, one Bangbade Sola a suspected member of the criminal gang
took 47 cartons of the said apple to one Abosede Adedeji ‘f’ at Challenge area, Ibadan for sale, but she contacted the said Losaji Farm Limited in Lagos and she was informed that the goods were hijacked. Abosede Adedeji ‘f’ reported the case at Felele Police Divisional Headquarters Ibadan. The suspect who earlier escaped was later arrested while the 47 cartons of apple were recovered to the station. Additional ninety cartons of apple were also recovered. Effort is on to recover the rest of the goods, while those recovered and the Ducato bus has been released to their owners. Investigation is still in progress.

4.CASE OF CONSPIRACY AND ROBBERY: On 23rd June 2022, a case of Conspiracy and Armed Robbery was transferred from Ikoyi-Ile Police Divisional Headquarters. In furtherance to this, On 25th June, 2022 one Enos Noah ‘m’ was arrested and confessed to being an informant to a robbery syndicate led by his elder brother, one Shadrack Noah ‘m’ and one Opeyemi Wasiu ‘m’. On 20th June 2022, the syndicate robbed one Atanda Taiwo ‘m’ in his residence at Iluju Village via Ikoyi-Ile where the sum of Ninety Nine Thousands Six Hundred Naira (N99,600.00) only, phones etc were carted away.
Interestingly, Shadrack Noah ‘m’ and Opeyemi Wasiu ‘m’ were intercepted and arrested by men from Ogun State Police Command at Mowe area, Lagos Expressway while fleeing with two laptops, one Rolex wrist watch, phones and accessories, and the Sum of One Hundred and Twenty Thousand Naira (N120,000.00) only, among others.
Investigation is intensified.

- CASE OF CONSPIRACY, ARMED ROBBERY, DIVERSION OF GOODS AND STEALING: On 19th March, 2022, the complainant contacted one Kabiru (FNU) ‘m’ to load his Four Hundred and Fifty bags of Cashew nut valued Eighteen Million Naira (N18,000,000.00) only from Ogbomoso to a customer in Lagos State. While at Oojo-Express in Ibadan, one Bashorun Ayotunde Yusuf ‘m’, Yekini Wakili ‘m’, Melese ‘m’ (SNU) and Ayo (SNU) ‘m’ in conspiracy with the said Kabiru (FNU) ‘m’, who is the driver of the truck used to convey the goods, intercepted and diverted same. The suspects abducted and blindfolded one Samuel Ona-Olapo ‘m’ who represented the owner of the goods, but later released him some kilometers away.
One Sunday Adeoye ‘m’, Solomon Adeoye ‘m’, Sunday Olawale ‘m’, Popoola Yusuf ‘m’ and Tom Iniobong had earlier been arrested in connection with the case and have since be charged to Court.
Moreso, on 10th June, 2022, one Waliyu Adekojo ‘m’ and Yekini Wakili ‘m’, were arrested in connection with the case. The said Waliyu Adekojo ‘m’ is one of the masterminds of the crime and owner of a White Coloured DAF95 Truck, with registration number AAB 809 XB used for the crime and it was recovered. His arrest led to the arrest of one Lawal Lateef ‘m’ who received Four Tones, Seven Hundred and Sixty kilogram of the goods with the sum of Four Million Four Hundred and Twenty Thousand Naira (N4,420,000) only. Yekini Wakili ‘m’ is a member of the syndicate and one of the drivers used for their operations. His Gold Coloured Toyota Camry Car with registration number KSF 458 FB was also recovered.

- CASE OF CONSPIRACY AND MURDER: On 31st May, 2022 the Department of State Services Ibadan upon intelligence gathering arrested and transferred to this department one Lukman Yisa ‘m’ age 31 yrs who was strongly suspected of engaging in ritual killing and selling of human parts. The suspect was also found to be in unlawful possession of flesh suspected to be human flesh.
On the receipt of the case, the principal suspect Lukman Adekunle Yisa ‘m’ upon interrogation confessed to have murdered one Wale Adefabi ‘m’ aged 26yrs who visited him along with his girlfriend one Layelawa Simbiat ‘f’. The principal suspect further mentioned his accomplices in the murder of the deceased as Usman Salami ‘m’, Mustapha and one B.J real name yet unknown. Sequel upon these information detectives from Homicide Section of the Department swung into action and the said Usman Salami ‘m’ was apprehended and he confessed to have murdered the deceased together with the principal suspect and two others namely Mustapha and B.J and the deceased body parts was shared among themselves for ritual.
The Flesh of the deceased was recovered from the principal suspect and was taken to the University College Hospital (UCH) for Forensic Analysis. Investigation in this case is ongoing to apprehend other culprits who were mentioned in the murder of the deceased one Wale Adefabi ‘m’.
However, the suspects will be charged to Court accordingly at the conclusion of the investigation.

- CASE OF CONSPIRACY AND ARMED ROBBERY: On 11th May, 2022 at about 1928hrs, one Rofiat Abdulwaheed ‘f’ and two others were at Kayode Pharmacy Stores, Oluyole Ibadan when two men came in the guise of customers and requesting to purchase Aphrodisiacs accessed the shop and drew shot guns at their victims dispossessing them of the following items; (1) Iphone 11 phone, (2) one Tecno spark 7, (3) One Tecno T402 , (4) one Tecno POP Go phone and a sum of Two Hundred and Eighty Eight Thousand Naira (N288,000.00) only. The victim added that when she went to the bank on 12/05/2022, she discovered that the total sum of One Hundred and Thirty six Thousand Naira (N136,000.00) in her First Bank account number 3131521572 has been fraudulently transferred into an Opay account opened with her phone number 08038384239 and a Wema Bank account number 7351485636 with account name Afolabi Oludele.
Consequent upon this, the whole sum from the two accounts earlier stated was moved into a UBA account number 2045980165 with account name Otigbu Jude Azuka.
On 21st June, 2022 at about 1400hrs, the account holder Otigbu Jude Azuka ‘m’ was arrested and through him one Innocent Emmanuel ‘m’, Owolabi Afeez ‘m’, Samson Emmanuel ‘m’ and Adedigba Wole ‘m’ were also arrested. Otigbu Jude named Innocent Emmanuel ‘m’ and Adedigba Wole ‘m’ as the source of the transferred funds.
It is noteworthy to state that after each successful robbery operations, Innocent Emmanuel ‘m’ and Adedigba Wole ‘m’ release sim cards from stolen phones to other accomplices who move funds through several bank accounts which include Opay and other wallets before they use a POS where the cash will be received.
Efforts in progress to apprehend original receivers of the stolen goods and the hacker who helped Innocent Emmanuel ‘m’ and Adedigba Wole ‘m’ to move funds from the victims’ bank accounts.

- ARREST OF ARMED ROBBERS: On 20th May, 2022 at about 1400hrs, one Abioye Abigail, a female youth service corps member boarded a at Iwo road area, Ibadan to convey her to Ilorin in Kwara State.
Unknown to her that the three passengers she met in the vehicle she boarded are members of an armed robbery syndicate whose modus operandi is to disguise as driver and passengers with intent to lure unsuspecting members of the public into the vehicle so that they can be attacked and robbed, on getting to a desolate spot at Moniya area, Ibadan, the armed robbers pointed a gun at the young lady and threatened to kill her if she raised alarm.
The criminal syndicate members subsequently dispossessed her of her cell phone, cash sum of Forty Five Thousand Naira and her ATM Card. As that was not enough, the armed robbers forced her to disclose her ATM PIN and later drove her to another location where she was held hostage for several hours before they siphoned a total sum of Two Hundred Thousand Naira they found in her account.
The incident was immediately reported at Ojoo Division and later transferred to Monitoring Unit for investigation.
The investigating team later swung into action and after a discreet investigation, two suspects were arrested in connection with the crime and the IPHONE-6 that was collected at gun point from the victim was recovered from them.
Upon interrogation, the suspects confessed to have perpetrated the act with other syndicate members now at large.

- ARREST OF ARMED ROBBERS: On 29th June, 2022 at about 0000hrs, notorious hoodlums terrorizing students of Ladoke Akintola University (LAUTECH) and members of the public in Ogbomoso town invaded a students’ hostel at Adenike area, Ogbomoso town.
The hoodlums who were armed to teeth with guns, axes and some other dangerous weapons attacked their victims dispossessing them of their expensive cell phones, cash, laptops and some other valuable items.
As soon as the incident was reported at the Monitoring Unit, Ogbomoso operational base, a team of operatives swung into action and after a discreet investigation and intense manhunt for the armed robbers, one of the syndicate members was arrested in his hideout. One Baretta Pistol loaded with six live cartridges and a Toyota Venza Car with registration number KJA 719 HJ which they used for the criminal activity and six of the expensive cell phones carted away from the victims were recovered from the suspect.
Upon interrogation, the suspect confessed to the crime and series of similar crimes he had masterminded within Ogbomoso town and its environs with his fleeing syndicate members.
The victims identified him to be amongst their assailants and equally identified the phones recovered from him to be part of the items carted away from them.
The suspect explained that the Toyota Venza Car was purchased from the proceeds of his numerous criminal activities.
Meanwhile, his confessional statement later led to the arrest of the syndicate’s criminal receiver and he confirmed that he received one of the laptops that were carted away from the victims shortly after the armed robbery operation. Investigation is now in progress to hunt down his other syndicate members.

- ARREST OF SECRET CULT MEMBERS: On 27th June, 2022 at about 2000hrs, distress call was received at the Monitoring Unit Office Durbar Oyo that some notorious hoodlums who are members of two rival cult groups identified as Aiye and Eiye confraternities were engaging in s serious fight near post office, Akesan area, Oyo.
The rival cult members who were armed with guns, axes and some other dangerous weapons were reported to have unleashed mayhem on innocent members of the public and also seized the opportunity to attack and dispossessed people of their valuable items.
Sequel to this distress call, a team of operatives attached to the unit swung into action and in the process, seven of the hoodlums were arrested in connection with the crime. One locally made cut-to-size gun and one long sharp cutlass were recovered from the suspects.
Upon interrogations, the first three suspects confessed to be members of EIYE confraternity while the remaining four confirmed that they are members of AIYE secret society.
Investigation is now in progress to fish out other fleeing members of the two rival cult groups.

- ARREST OF ARMED ROBBERS CUM KIDNAPPERS: On 29th May, 2022 at about 0000hrs, some members of a dreaded Armed Robbery cum kidnapping syndicate invaded the cattle ranch of one Alhaji Saheed Adamu at Gudugbu area along Iware road, Akinmoorin via Oyo with guns, cutlasses and Jack Knives and some other dangerous weapons with intent to attack and kidnap him.
However, on getting to the cattle ranch, the members of the criminal gang met one Muhammed Issa and Abdulahi, both nomadic cattle herders and when they realized that the said Alhaji Saheed Adamu was not in the ranch, they resorted to abducting one of his herders; Muhammed Issa and whisked away to unknown location.
The armed robbers cum kidnappers later contacted Alhaji Saheed Adamu on phone and demanded of ransom of Twenty Million Naira before his herder will be released.
The incident was reported at the Monitoring Unit office, Oyo operational base and while effort was being made to fish out the criminal elements and rescue the victim, Alhaji Saheed Adamu parted with a huge sum of One Million Naira as ransom and the abducted herder was released after three days in captivity.
However, upon the release of the young boy, he provided useful information about the identities of his abductors and after a discreet investigation, two of the armed robbery cum kidnapping syndicate members who later identified themselves as Usman Illiasu ‘M’ and Yusuf Jimoh ‘M’ (both ex-convicts) were arrested in connection with the crime.
Two cutlasses, One Jack Knife and one small TECNO Phone which they used for the criminal activity were recovered from the suspects.
The victim said he was able to identify the two suspects because they did not cover their faces while he was in their captivity and equally identified the Jack Knife and the TECNO Phone to be the same they used to contact his father for ransom.
In the course of interrogations, some pictures containing images of a large sum of money were extracted from the TECNO Phone recovered from the suspects and the father of the victim; Alhaji Saheed Adamu was able to recognized equally same to be the image of the money he paid as ransom.
Investigation is still progress and updates would be provided in due course, please.

- ARREST OF ARMED ROBBERS CUM MURDERERS: On 14th May, 2022 at about 0230hrs, some members of a dreaded armed robbery syndicate who have been terrorizing members of the public in different parts of Ibadan and its environs invaded Idi-Osan, Oba-Ido community at Ologuneru area, Ibadan where they broke and entered into some houses within the Community.
The armed robbers who reportedly stormed the community with sophisticated firearms, cutlasses and some other burglarious instruments attacked some members of the community, dispossessed them of huge sums of money, cell phones and some other valuable items.
As if that was not enough, the armed robbers opened fire on some of their victims after they had dispossessed them of their hard earned valuable items and in the process, a member of the community who was later identified as Felix Nwaebili was brutally killed in cold blood.
As soon as the incident was reported at the Monitoring Unit office Eleyele, a team of operative attached to this unit launched a discreet investigation into the incident and on 4th July, 2022 at about 0200hrs, two kingpins of the criminal syndicate were arrested in their respective hideouts within Ibadan metropolis.
Upon interrogations, the suspects made confessional statements to the crime and series of similar criminal activities they had master minded in different parts of Ibadan. The confessional statement of the suspects and further discreet investigation later led to the arrest of the syndicate’s Amourer and one locally made gun and a dagger which they used for the criminal activity were recovered. Effort is now being intensified to hunt down other members of the criminal gang and recover the guns used for the operations.

- CASE OF CONSPIRACY /ARMED ROBBERY AND ATTEMPTED MURDER: On 9th October 2021 four (4) members of a dreaded Armed Robbery syndicate attacked “Diglog J. Ventures of Glory shopping complex”, Orita Challenge Ibadan carting away mobile vouchers and cash sales totaling Six million naira only (#6,000,000.00) after pulling their trigger at a male staff of the venture for the fear of possible resistance.
Upon referral to the Ambush /Anti-Kidnapping Unit, investigation was immediately initiated with the stolen recharge vouchers tracked. The male staff and survivor of the shooting incident was able to identify two (2) of the armed robbers that attacked their outlet and through the painstaking intelligence gathering, two (2) members of the syndicate who confessed to the crime and admitted that their gang robbed the “Diglog J. Venture of Glory Shopping Complex” Orita-Challenge Ibadan were arrested. Effort is now being intensified to hunt down other members of the criminal gang and recover the guns used for the operations.

Oyekan Afeez Alabi and the Division’s surveillance team on 03/07/2022 at about 2035hrs around old Ife road, Ibadan one uncompleted building was thoroughly combed and exhibits were recovered which were suspected to be owned by some suspected cultists or armed robbers.

- ARREST OF A SUSPECT DEFRAUDING MEMBERS OF THE PUBLIC/ POS OPERATORS/ SUPERMARKETS/ SHOP OWNERS WITHIN IBADAN METROPOLIS: On 03/07/2022 at about 1600hrs, one Adewale Adesanya ‘m’ of No. 7, Awosika street, old Bodija Ibadan was arrested by team of detectives led by Inspr Esoso Esoso attached to Ikolaba Division on information that the suspect and his syndicate members from Sagamu Ogun State usually defraud POS operators, Supermarket owners and business owners within Ibadan metropolis by generating fake alert using applications on his phone for transfer of cash as mode of transaction to deceive his victims. The suspect has confessed to the crime and investigation is ongoing.
